Task manager gone?

On 1.3 when you hit ctl+alt+dlt there used to be a task manager that came up... On 1.4 this does not happen... Now the options are to restart.. blah blah

Hm. Did you change something in your settings? Mine is still there too.
A quick look told me that is is probably defined in "control center ->
Regional & Accessibility -> Input Actions".

There I go to "Menu editor entries -> K Menu - kde-ksysguard.desktop". And
there "ctrl-alt-del" opens ksysguard with the process manager.
