Default keyboard layout needs to be chosen at install time
This is indeed more of a bug fix than a feature request when you consider that the last step of the install is to enter a root password and create a user. I'm a french user and having to enter a password using a US qwerty layout on top of an azerty password is quite problematic... FreeSBIE's LiveCD does it right by letting you choose your keyboard layout first thing.

also, it would be great to incorporate kbdmap/kbdcontrol + the required keyboard layouts under /rescue so that you can select the right keyboard when in single user mode. That would be a primer and very very cool and useful to have (definitely an issue under a regular FreeBSD install when you need to boot in single user mode and don't use a qwerty keyboard).
