Keyboard layout problems

I can change the keyboard layout for my normal user (i.e., not root) to Dvorak, but it's still QWERTY in the login screen and virtual terminals, and the setxkbmap command returns:
Cannot open display "default display"

Is there any way to change the keyboard layout for every part of the system?

I'd try to run sysinstall from konsole as root. That should allow you to change the keymap for the system, I dunno if DVORAK would even be there though. I think KDE might use it's own settings for such things internally.

I '%su'ed and '%sysinstall'ed, and Dvorak was indeed an option under Keymap...but after setting it, the virtual terminals are still on QWERTY, and I haven't logged out to check the login.
