It is running during the install process and login manager. You could choose not to select (or customize for none in installer) any desktop, and what remains is Fluxbox.

Fluxbox will run on practically anything. Any netbook, celeron or sampron from the past few years should have no problem. A pentium 2 or 3 with even 256 megabytes would work, but a bit slower.
Having said that, you will lose quite a bit of functionality. To add custom desktops or edit icons, you have to edit the files with a text editor or use the cli in some cases.
Lxde or Xfce have a lot more front ends and features. Like Xfce, you may not have a taskbar at the bottom. When you minimize a window, it'll disappear completely. You must use alt-tab to reopen it.
