those are both only for linux, or, only for debian and debian based systems.
PBI's are PCBSD's packages, you can find them from the installer of via pbidir.com
else you need to install from ports.
but I'm not sure how to explain how clearly, but if you google for "installing freebsd packages" you should find the needed information, installing them works the same for PCBSD as for FreeBSD.

you do need to make an account though.
you can't install it yet, since it would have to be included on the install disk, if you finish translating it will be on the fist new disk afther your done.
you sould be able to install franch for KDE though, but that would be only for KDE, so programs that are specific to PCBSD would stay english then.
you will need the i18n package for that, which you'll have to get from the ports.
