I think it is because PBI stuff. When you use PBIs, programs do not use shared libraries. Instead, they use ones which came with PBI. So lot of libraries get duplicated.
That is just my theory, I am pretty new to BSD so I do not know for sure.
But... what do you mean by saying "as big as OS X"? OS X comes on DL DVD and is about 6.5Gb. PC-BSD comes on single layer DVD, and I think that 8.0-Beta weights about 3.3Gb
