The picasa pbi installs in 7.1 but some text is missing in the application or maybe in wine; the text directory names in the directory tree pane, and the album names in the pick an album dialogue.
Here's a screen shot. note the pretty directory Icons, using thumbnails where appropriate. Note also that in the right hand pane we see the text for the image names.

By the way I did find some advice for the old picasa 2 install, to put the arial font in the wine font dir, so I did that but it did not help:

My guess is that there must be some other font missing, or maybe wine/picasa is looking for the font elsewhere. Is there a system-wide pbi wine font directory, and if so, how should it be populated?
note: this is in 7.1 upgraded from 7.02 (but this should not excuse the issue):
