Default Free media programme
Some thing like Fedora free media programme http://fedoraproject.org/wiki/FreeMedia suppose if some one requests free media in india ... pc-bsd forum can contact users in same region ...for e.g me then i will send him DVD.

I would extend it further to something like "chapters", that also provide local support to the users. By the way, I could provide my time for Italy (or a part of it).
