Can I use PC-BSD for router, and i would like to make psybnc server?

Yes, you can since PC-BSD has all the functionality of FreeBSD.

However, if you only want it to act as a router I'd advise installing something with a much lower overhead. PC-BSD comes with a lot of GUI stuff that you simply wouldn't want or need in a server or router environment.

I'd probably suggest OpenBSD or FreeBSD for such a task.

and what daemon do u recommend to use? routed?

Yes, I'd use routed for any routing stuff, and pf for firewalling.
