Thats a good question : )
My GUESS is that the XF86Config file is the last chance a human will get at understanding the file before requiring borg implants to understand the xorg.conf file.
It's annoying in a way, as there is no matching XF86conf graphical utility for configuring X, only xorgconf - but it writes out an xorg.conf file and not an XF86Config.
I "think" it may have been a simplicity/convenience thing, as x.org can still read XF86Config files.
But lets be honest ..... that was all one big guess.

The xorg.conf file is as human readable as XF86Config. :) Pretty similar at present.
